Associate Research Fellow on Digitalisation in Just Europe Programme

EUROPEUM Institute for European Policy is a non-profit, non-partisan, and independent think-tank focusing on European integration and cohesion. EUROPEUM contributes to democracy, security, stability, freedom, and solidarity across Europe as well as to active engagement of the Czech Republic in the European Union. EUROPEUM undertakes original research, organizes public events and educational activities, and formulates new ideas and recommendations to improve European and Czech policy making.

EUROPEUM Institute for European Policy is seeking an Associate Research Fellow for the digital strand of a multi-country citizen engagement project exploring fairness in EU policymaking, with a focus on the digitalisation of public services.

The position is part of the Just Europe Programme and centres on the fair implementation of the EU’s Digital Decade ambitions, particularly covering:

  • Digital public services
  • The digital divide and digital inclusion
  • Equal access to rights and user-centred governance

Responsibilities:

The Associate Research Fellow will:

  • Participate in consortium and internal coordination meetings
  • Contribute to the methodological design of consultations and events
  • Map and engage relevant Czech stakeholders
  • Moderate roundtables and public discussions
  • Represent EUROPEUM in selected events
  • Contribute to a collective policy analysis on fair digital public services
  • Provide expert input throughout the project

The role combines policy research, public engagement and advocacy.

Profile:

We are looking for a researcher or policy professional with:

  • At least 3 years of experience in digital or public policy
  • Strong knowledge of EU digital policy, especially the Digital Decade programme
  • Experience with digital public services and digital inclusion is an asset
  • Experience with stakeholder engagement is also an asset
  • Background in political science, sociology, public policy, digital governance, user experience or related fields
  • Fluency in Czech (required) and English

Conditions:

  • Project-based cooperation until January 2028
  • Remuneration per task (to be agreed individually)
  • Variable workload depending on project phase, and on other potential digitalisation related projects and activities
  • Mostly remote work, except for in-person events or important meetings

This role may offer opportunities for longer-term collaboration. The final scope and volume of cooperation will be determined based on both EUROPEUM’s needs and projects and the Associate Research Fellow’s availability, and can be discussed and adjusted throughout the interview process.
