The humanitarian and medical organisation, Doctors Without Borders, opened a Shared IT Service (SITS) centre in Prague in 2019. This centre provides IT support to all interested parties around the world – people sent to missions, operating centres, sections and branch offices.

Providing the best medical care possible in its intervention contexts is a core responsibility for MSF. Despite continuous efforts, ensuring MSF health workers with uneven clinical background provide care that puts the patient at the center and ensures patient safety is a real challenge, especially in remote and scattered small health facilities where delivering sufficient clinical training and supervision is difficult.

As a Procurement Lead, you will be responsible for coordinating and supporting all the activities related to procurement process in the MSF SITS organization and managing the lifecycle of vendor relationships. The scope of activities includes administrative management of procurement requests in the ITSM platform for SITS, coordination of finance, data privacy, managers and third parties involved, following up on activities assigned to respective individuals or teams, documentation associated with purchase requests and implementation and improving and streamlining processes.

The Procurement Lead ensures compliance, efficiency, and cost-effectiveness in all purchasing activities while fostering strong supplier relationships. The role is a part of the SITS Finance and Operations department (Fin&Ops) and the role will also provide support as requested to other projects in flight in SITS. Most of the purchases and projects in scope are IT related.

This position reports directly to the Head of Finance and Operations.

Responsibilities:

  • Own the procurement process from sourcing to contract negotiation and execution

  • Oversee the implementation progress of purchase requests in ITSM
  • Develop, maintain, and update procurement policies and procedures in alignment with organizational goals and regulatory requirements
  • Design and optimize procurement workflows to improve efficiency and transparency
  • Lead sourcing strategies to achieve cost savings and quality improvements
  • Prepare proposals, request quotes
  • Collaborate in preparing purchase orders and agreements
  • Negotiate contracts and agreements with suppliers to secure favorable terms
  • Manage the lifecycle of vendor relationships, including selection, onboarding, performance evaluation, and contract renewal.
  • Conduct regular reviews of vendor performance metrics and compliance to ensure quality service delivery
  • Provide guidance and internal training on the procurement and vendor management process including development of training materials
  • Regularly document and report on procurement statuses,
  • Define and drive the procurement strategy in alignment with financial objectives, budget constraints, and business priorities.
  • Communicate with stakeholders outside SITS and coordinate with teams internally on delivery

Requirements:

Professional requirements:

  • Bachelor's degree in Business Administration, Information Technology, Supply Chain Management, or a related field.

  • Knowledge of ITIL v4 or equivalent experience in IT Service Management (ITSM) and Change Enablement.

  • 3 years of experience in procurement preferably within an IT environment.

  • Strong understanding of procurement processes, including Request for Proposal/Quotation processes.

  • Excellent communication and interpersonal skills to effectively interact with stakeholders and internal teams.

  • Strong analytical skills to assess market characteristics, potential suppliers, and risks.

  • Proficiency in using procurement and ITSM tools and software

Personal requirements:

  • Strong leadership and exceptional negotiation abilities.

  • Excellent organizational and time management abilities.

  • High attention to detail and quality assurance.

  • Ability to develop and implement sourcing strategies.

Language:

  • Fluent in professional English, both spoken and written
  • Czech language is plus
